Step-by-Step: How to Register a Short-Term Rental (AL) in Portugal

Opening a Short-Term Rental (Alojamento Local - AL) requires completing several legal and administrative steps. To ensure your process goes smoothly, we have created this step-by-step guide with everything you need to start monetizing your property.

1. Check for Restrictions and "Containment Zones"

Before making any investment, it is essential to confirm with the local City Council (Câmara Municipal) that the area where the property is located does not have active restrictions (zonas de contenção) for new AL registrations.

2. Register Your Activity with the Tax Authority (Finanças)

You must declare the start of your business activity with Finanças using the appropriate CAE (Portuguese Classification of Economic Activities) for your business model:

CAE 55201: Furnished accommodation for tourists with services.

CAE 55202: Rural tourism.

CAE 55204: Short-term rental without services.

3. Required Documentation for Registration

The prior notification is submitted online via the Electronic One-Stop Shop (BUE). You will need the following documents:

Owner identification (Citizen Card and NIF).

Updated Property Tax Document (Caderneta Predial) and Housing Permit.

Term of Responsibility and, if applicable, a rental agreement authorizing AL.

Condominium Minutes: Mandatory for individual units or hostels. Once submitted successfully, you will receive your RNAL registration number.
